Purpose:

The Finance Manager will support the Director of Finance in achieving the objectives of the Mercy Corps Scotland Finance Department. The Finance Manager will provide oversight and direction to the HQ Finance function, ensuring the timely and accurate preparation of monthly accounts and financial reports within a disciplined accounting environment. The Finance Manager will also provide guidance and assistance to the International Finance team to ensure responsive support to Mercy Corps’ worldwide finance staff as well as donors.

Responsibilities/Duties:
  • To deputise for the Director of Finance in their absence.
  • To directly supervise, develop, support and evaluate the HQ Finance Officer.
  • To oversee the preparation of the monthly management accounts ensuring adherence to strict deadlines, the timely review and reconciliation of HQ accounts as well as the consolidation of accounting data from country offices.
  • To direct the production of internal and external financial reports, including reporting to the Board of Directors and its various Committees. The Finance Manager will provide assistance to budget holders and colleagues in understanding and interpreting financial data.
  • To monitor organizational cash flow and develop models as appropriate, including the management and reporting of European grant retention exposure to MCS and MC HQ offices.
  • To ensure that record keeping is compliant with relevant legislation and donor requirements.
  • To assist the Director of Finance in developing the financial systems, policies and procedures of Mercy Corps Scotland, ensuring compliance with statutory requirements as well as donor regulations.
  • To provide direction in the production of the Annual Statutory Accounts and the preparation of the annual organisational budget.
  • To assist the Director of Finance and the Interantional Finance team in ensuring timely and accurate finanical reporting to all European based donor sources, including DFID, EC, ECHO, etc. and the preparation for donor audits. The Finance Manager will assist the International Finance team in providing timely support to Mercy Corps’ worldwide financial staff in MCS accounting, reporting and grant management issues.
  • To coordinate closely with Mercy Corps US HQ Finance and Accounting staff, ensuring the timely reporting and reconciliation of interagency accounts.
  • Other duties as assigned.
Skills/Experience:

Essential
  • Fully Qualified CCAB Accountant
  • Previous experience in an accounting role ideally in the voluntary sector
  • Experience of computerised accountancy packages and windows software. especially Excel
  • Experience of systems review, design and documentation
  • Experience of Management and Statutory accounts in the voluntary sector
Desirable
  • Experience of staff management and development
  • Foreign currency accounting
  • Experience in a group company environment
  • Experience of grant management in the voluntary sector
